Thanks for the help.  It was mod_php that I had borked up... A re-emerge
with the right USE flags was all it took...

mod_php *is* what you need for a web-server.
To effectively activate the module you need to add a variable like this 
APACHE2_OPTS="-D PHP5"
in /etc/conf.d/apache2.
