webmail aka squirrelmail?

Not a clue. It might, but I have no idea how it's handled (i.e., how any given webmail client or server allows for the insertion of both the public key of the sender, and the private key of the receiver).

Besides which, a lot of webmail is not overwhelmingly secure (Hotmail, for example, gets hacked fairly regularly); I'm not sure I'd want my encrypted mails there anyway. Webmail from your ISP which allows you to pre-read your mail from their servers might be a different story. It really depends on the service, I would think, so I'd check it out on a case-by-case basis.
