This means it's in the "unstable" branch.

Although it is recommended that you wait until it enters stable, you
can override this with:
ACCEPT_KEYWORDS="~x86" emerge kde-meta

Keep in mind that it probably still has some bugs that  have not been
fixed, hence the "unstable" label.
