  Try the following in Windows.

  - open up a DOS box

  - enter the command
    debug

  - enter the command
    d c000:0

  - note the text on the far right-hand side of the screen

  - enter the command
    d

  - note the text on the far right-hand side of the screen

  - repeat the d command a couple of times until you get all the banner
    text from the BIOS dump

  - to quit debug, enter the command
    q

  This should give you detailed info about the card's BIOS.

  One trick that sometimes works with video cards is to specify an older
version.  I believe that Radeon 7000 or Radeon 7100 are directly
supported by xorg.  Try specifying them when doing your config.  You may
not have all the latest/greatest features, but it should be pretty
good... if it works.
