The "topmost build error" is the *first* error message in your output.
You posted everything *after* the topmost build error :-(

Nobody can help you if you don't give enough information. But before
posting the complete ouput, try searching bugzilla for
mjpegtools-1.6.2-r3, you'll find the solution to your problem, along
with the status of this already known bug.

There is a bug while compiling media-video/mjpegtools.
It is referenced in bugzilla.gentoo.org as NEW.
k3b depends on mjpegtools so k3b emerge fails.
