Try this:
Create a file called /etc/udev/rules.d/10-udev.rules
Insert the following in the file
BUS="pci", KERNEL="hdc", SYSFS{vendor}="0x10de", NAME="%k",
SYMLINK="cdrom cdroms/cdrom%n"
You'll need to change the SYSFS{vendor} statement and you'll probably
need to reboot.
There's a HOWTO in the gentoo docs on udev - and a very useful link on
creating rules.
