There be a '.' (or './', if you like) at the end of that, and yes, you
should still be inside the cdboot directory.
cd cdboot
mkisofs -o /tmp/cdboot.iso -R \
-b boot/grub/stage2_eltorito \
-no-emul-boot -boot-load-size 4 \
-boot-info-table "./"
