That depends on the specific ebuild. If you read the
ebuild it might tell you.

It should disable mozilla related functionality in
ebuilds that support this flag.

The flags basically control the options going into a
package's configure script to enable/disable features.
Again, read the ebuild. When you merge packages I
recommend the emerge -av options so you can see which
flags are enabled and disabled before you continue
with the emerge.
