Just a WAG: Is it possible to open that empty file, edit it to your preference (with the tags, and header), and then save it as a template? I also have "no templates installed" in my menu, but choosing Go To=>Templates takes me to /home/username/Templates (which is empty), rather than any templates:/// virtual directory.
