It's more accurate to say LINGUAS is "build-time specific". Portage is not the only build process/package manager/configuration system/coffee maker that knows what LINGUAS means. It's the "official" (as far as there is such a thing) place to store the list of gettext translations you want on your system, and most autotools-based builds and binary package managers also recognize it. --Mike
