Well I think I found the answer to this one, it's not caused by the
change to unicode, it's caused by sys-apps/shadow-4.0.11.1-r1 accordly
to http://bugs.gentoo.org/show_bug.cgi?id=101282


I hope someone has the answer for the first issue tho.
