--changed-use will re-emerge any packages affected by the changed flags, and update any of those for which new versions exist. --update will also update any other packages on your system, unaffected by the switch to systemd, for which updates are available. I think the Wiki advice is wise, leave the other updates until you have gone through the systemd conversion and made everything is working.
