I had a power outage earlier and had to shutdown. I noticed that when I right click on the desktop to get the menu to pop up, it finally popped up, after some waiting. I did some KDE updates last night and that was the first time I recall it doing it on my rig. Thing is, I have a 4 core 3.2GHz CPU so speed shouldn't be a issue when little else is running. It is odd but based on other replies, I suspect a bug, maybe one old one and one newer one since I just had the problem today after updating last night. ;-) At least you are not alone.
