maybe it would be also solved by upgrading to the (in terms of gentoo)
unstable version 214 of systemd:

# equery b pam_systemd.so

 * Searching for pam_systemd.so ...
sys-apps/systemd-212-r5 (/lib64/security/pam_systemd.so)
