There is exactly zero reason to do that, so no, there's no option for that. It might be possible by modifying the ebuild, but you're on your own. No one tried this, since it's not needed.
Distro-maintained packages always go in /usr, user-maintained packages go in /usr/local. There is no reason to break that convention.
