Just for the archives: the problem turned out to be the DisplayPort cable
still being plugged in. Once I pulled that out, I had normal video over DVI.
Perhaps my monitor got confused.

DisplayPort had been acting up in Windows to begin with. After I built the
PC, it worked normally for quite a while, but at some it stopped working in
Windows (only in Windows), so I had to fall back to DVI which, on Intel
Graphics, means 30 fps.

The Windows AMD software tells me that it can't establish a link. Perhaps
the cable is at fault.
