Here's your problem, 16.04.1 can only co-exists with 15.03.3-r1 or
higher, but you are trying to install 15.03.3. The -r1 version is
testing, it hasn't been stabilised yet. Try adding it to
package.accept_keywords.

If that fixes it, file a stabilisation bug.
