Thanks for everybody's help. After some experimentation and dead ends, it turns out that I had to emerge wget with USE="gnutls" and it works now. What's weird is that I've been pulling daily ice data from https://ads.nipr.ac.jp/vishop.ver1/data/graph/plot_extent_n_v2.csv with wget without gnutls without problems for a long time. So it doesn't seem to be a general problem.
