You probably don't nee to mask PHP, but you will need to mask nagios-4.x. Be warned, though: as soon as some unrelated package gets a keyword update, nagios-3.x will be removed due to old security issues. Afterwards you'll need to update to nagios-4.x, which requires apache-2.4.x.
