Are they adjacent partitions with / first? If so, delete both partitions
in cfdisk (which not mounted) and create a single partition in the same
place. When you reboot, /home will have disappeared and / will be the
same size. then resize / to the full size of the partition using the
appropriate tool for whichever filesystem it uses; resize2fs,
resize_reiserfs, xfs_growfs etc. You can probably also do the whole job
by booting Knoppix and using qtparted.

Moving /tmp or /var/tmp to /home may help, but then you'll probably run
out of space there while / has plenty. When space is tight, a single
partition makes a lot of sense. I wouldn't even bother with /boot in such
a case.
