Yep. As somebody involved in the ISO9000 effort at a large manufacturer once told me: "Being ISO9000 compliant doesn't prevent you from shipping low-quality crap products. It just means that you _know_ you're shipping low-quality crap products." The assumption presumably being that your _customers_ could also figure that out from reviewing your ISO9000 documentation.
