I'm upgrading one of my older boxes to newer gcc-6.4.0
After switching to gcc-6.4.0
source /etc/profile
running: emerge --ask --oneshot sys-devel/libtool

I did not switch to new profile "17" yet. I was trying to rebuild
"sys-devel/libtool" first, but got a blocker.
