As raffaele said there was an earlier news time for testing 17.1, which 
appears to have been removed:

$ eselect news read 10
2017-12-26-experimental-amd64-17-1-profiles

!!! Warning: News item "2017-12-26-experimental-amd64-17-1-profiles" no longer 
exists

But there is another more up to date news item titled:

"2019-06-05-amd64-17-1-profiles-are-now-stable" 

which is as per URL [1] shown above and contains all the instructions needed 
to undertake the fs migration.
