On one of my machines, I'm unable to do "emerge --sync" because the
key update fails:

  $ sudo emerge --sync
  >>> Syncing repository 'gentoo' into '/var/db/repos/gentoo'...
   * Using keys from /usr/share/openpgp-keys/gentoo-release.asc
   * Refreshing keys via WKD ...                                                
                     [ !! ]
   * Refreshing keys from keyserver hkps://keys.gentoo.org ...OpenPGP keyring 
refresh failed:
  gpg: refreshing 4 keys from hkps://keys.gentoo.org
  gpg: keyserver refresh failed: General error

  OpenPGP keyring refresh failed:
  gpg: refreshing 4 keys from hkps://keys.gentoo.org
  gpg: keyserver refresh failed: General error

I haven't figured out whey the WKD line is failing.

I believe that the refresh from keyserver hkps://keys.gentoo.org is
failing because the company firewall won't allow outbound TCP
connections to port 11371.

Other machines in the same location don't seem to have the WKD
failure, and don't seem to be attempting to refresh keys from
hkps://keys.gentoo.org.

Is the WKD failure _causing_ the attempt to refresh from
hkps://keys.gentoo.org?

How does one troubleshoot the WKD failure?
