With an '<' in front of it (and it has), it means that
inkscape-1.0_beta1 needs imagemagick <= 7 i.e. some 6.x version ... 

Basically it means you should mask that inkscape beta. Add e.g.

=media-gfx/inkscape-1.0_beta1

to /etc/portage/package.mask[/*].

Or (better) un-keyword ~amd64 inkscape, then you should stay at the
(now) stable 0.92.4.
