I don't really understand what you mean, sorry. 4.9.2 is not available due to
security issues, and has thus been dropped from the Portage tree, so you need to
sync your tree with `emerge --sync` (or whatever syncing method you
use) to get the latest dependency information/ebuilds for `osm2pgsql`.
The old `proj` ebuild which was removed in the aforementioned commit by A.
Strumlechner points to [1], which has since died, hence your original error
message from wget. Ebuilds for new versions point to [2], which is active.
