Thanks everyone for your suggestions. I've checked the frequencies of the cores and they are scaling properly: cpu MHz : 4024.653 cpu MHz : 4024.678 cpu MHz : 4024.639 cpu MHz : 4024.605 cpu MHz : 4024.643 etc
Will continue to pursue these lines of thought.
