I see others have similar issues as well.
"emerge-webrsync" worked
From time to time this happens to me as well. Mostly I end up removing
everything in PORTDIR (for me: "/var/db/repos/gentoo") and running
emerge --sync again. My uneducated guess is that something wasn't
removed or copied correctly.
