I ran into this on my old rig the other day. Add this to package.use.
kde-plasma/plasma-meta -crash-handler
That USE flag pulls in kde-plasma/drkonqi which requires systemd.
Disable the USE flag on the meta package and it should update without
systemd.
It would seem this is a bug. I thought maybe I had a weird setting
somewhere but since you ran into this to, it may be more than just a one
off thing.
