It is on Linux (assuming the default kernel settings). On other systems it is not, because following The IANA/ICANN rules eliminates need to take admin measures to avoid the problem in question. That's why such rules are writen. The Linux authors apprently decided to ignore the rules and place the burden on admins to know what servers are going to be running, what ports they use and take measures to reserve the ports needed by such servers. I dan deal with that, I'm just surprised that was the decision that was made, and I was asking why. Or do some distros automatically reserve the ports required for server FOO when it is installed/enbled? -- Grant
