[gentoo-user] limit emerge to one repo?

I have 3 repositories installed (gentoo, homeassistant and local) and 
would like to pull only from homeassistant and local - is that 
possible?  There is a priority in the repositories [repo].conf file but 
it doesn't allow lower versions from the homeassistant repository to 
take precedence over a higher vesrion of a packing in the main gentoo repo.
