You want the "vim-with-x" flag. Clipped from my 'equery uses vim'
- - vim-with-x : Link console vim against X11 libraries to enable title
and clipboard features in xterm

Yes, those are the only flags that would influence the compile.
What you need to do, is to edit /etc/portage/package.use so that
there's a line that reads
app-editors/vim +vim-with-x [and optionally other flags]
