Both return my key, don't forget the "0x" part (a hex number).
Lately i'm using subkeys.pgp.net, before that used pgp.mit.edu as
keyservers. The former supports more than one subkey.
Yeah, the keyservers are also born and sometimes they die, or stagnate.
Yes they sync but seems there's no official agreement on that.
