Not in xorg.conf at all. It is a kernel option CONFIG_MAGIC_SYSRQ, enabled by "Magic SysRq key" under Kernel Hacking. The nice thing is that it usually works even if X is completely hosed, to the point where even the CapsLock key & light doesn't work.
