Apparently the official position on that one is that it should be used (pardon the pun ;)) only in /etc/portage/package.use. I know that in my case, having it turned on globally caused Shorewall not to work (requires iproute2 with -minimal). In any case, it's one flag that you should definitely familiarize yourself with on a per-package basis if you plan to use it.
