foo-a.ebuild depends on foo-b.ebuild and foo-b.ebuild depends on foo-a.ebuild. That means neither of foo-a and foo-b are able to satisfy their dependencies and portage chokes... It's already been filed as a bug [1] and a fix [2] was committed to cvs less than an hour ago. It may take a few hours for it to reach the main rsync mirrors...
