!!! dev-lan/python-2.4.3-r1 does not actually support the tk USE flag!
This means you need to remerge python with USE=tk.
# echo "dev-lang/python tk" >> /etc/portage/package.use
# emerge --oneshot dev-lang/python
Then re-merge gimp.
Your other option is to disable the python useflag for gimp, and then
gimp won't care:
# echo "media-gfx/gimp -python" >> /etc/portage/package.use
