Oh, don't you hate it when a stroke of genius strikes right after you asked a silly question? Anyway, it occured to me that even though libX11 is no longer linked against libxcb, some other libraries which I haven't rebuilt after rebuilding libX11 might (though is this a bug in portage? I think that either revdep-rebuild should rebuild those packages OR that emerge --depclean shouldn't have removed libxcb). After rebuilding libXpm, libXtst and libXft (I don't actually know which one is the culprit, I just rebuild all the other X related libraries that appeared on the problematic invocation), xkbd now builds fine. Sorry for the noise.
