Well we'd assume because you asked that you don't know what you're doing, so I wouldn't use it. ;-) In general USE flags are highly individualistic, and just because I use a given set of USE flags for a package, they might not apply to you. My advice is to get a general idea of what the USE flags are for and determine for yourself if/when they need changing. If you have no particular reason for changing them why not take the defaults.
