It's been sometime since I installed Tomcat and can't remember what I did to get it going. Have you had a look here: http://gentoo-wiki.com/HOWTO_Apache_Ant_and_Jakarta_Tomcat The linked document suggest to cp your portletdriver.war into /opt/tomcat-6/webapps/ or something like that.
