There is media-sound/mp3splt-gtk [1], but it's for splitting only: "a GTK+ based utility to split mp3 and ogg files without decoding." Never managed to get it working, though.
I would suggest that you raise the question on a more specialised ML, for example the Audacity ML. Perhaps they'd suggest an alternative, or even be willing to implement this..
