Thanks for the input. But that didn't help. 

I wrote this rule about 15 months ago. So unfortunately I don't quite
remember how udev works. Just now looking at the udevinfo output again
while I am awake makes me suspect that perhaps the match
"SYSFS{serial}" may need to be changed to "ATTRS{...}". But that would
not solve the problem of udev not recognizing USB-storage as a parent
as the block device. 

I'm about to run out for some errands now. I'll play around with it
more later tonight.
