As Volker said, I think normalize will do the trick. It can normalize
a batch of sound files so their volume level is the same. I would,
however, suggest you decompress the MP3 into a lossless file, that way
you aren't re-encoding and reducing sound quality further.

Also, your video editing software may be able to adjust the volume of
the individual audio tracks. Kdenlive, for example, has a normalize
audio track filter.
