I pointed this out on IRC and lonvia asked me to file a ticket.
I get an identical response from the following two URLs which differ in
their zoom parameter. All zoom levels return identical results for this
request.

http://nominatim.openstreetmap.org/reverse?format=xml&lat=39.209755&lon=-96.620428&zoom=18&addressdetails=1
