You could file a "bug" on openstreetbugs
(http://wiki.openstreetmap.org/wiki/OpenStreetBugs) but if you want it to
get fixed soon, you will have to do it yourself, or find someone to do it
for you. OSM is not commercial, there is no one paid to correct data for
you.
There are no boundary polygons on city level in your region, so doing this
will be quite a bit of work! alternatively, you could use the is_in tag on
the hotel, to place it in the right city.
You got all this a bit wrong. This is not something that belongs in trac
entirely. Trac is only for software. Sorry for the confusion
