#4635: Poorly Worded "Report A Problem" Page

The text in the Report A Problem page doesn't make it clear why I should
look at the "details" link and it doesn't say where the "details" link(s)
is/are.
In addition, there are 3 paragraphs of text on the page. It is
unreasonable to expect people to read all 3 paragraphs.
