Nominatim used to have a bug where the admin level was not updated
properly. Has been fixed a while ago in [changeset:7ca4259/nominatim] but
wrong admin levels will only be corrected when the admin boundary relation
itself is modified.
I've now manually invalidated Arbourthorne.
