I've followed exactly the installation instructions from the wiki for Ubuntu and that worked fine. The only trouble I run into was postgres refusing to automatically start when booting the platform. It is doing okay when started manually. I suspect that you have a more simple problem of bad permissions or a missing library. Drop the DB and rerun the import logging the output and check for errors. The import process does skip over more errors than is good at times.
