#5369: Nominatim doesn't find address with multiple addr:units are present

Given the query:
http://nominatim.openstreetmap.org/search.php?q=2531+Woodruff+Road%2C+simpsonville+sc&viewbox=-82.99%2C35.28%2C-81.34%2C34.34
Searching for the address 2531 Woodruff Road, Simpsonville SC USA . No
results are returned. I would have expected one or all of the POIs
tagged with 2531 Woodruff Road to be returned.
If the city and state is removed, multiple occurrences of "Woodruff
Road" are returned and 2531 Woodruff Rd is returned but are very far down
the list as low priority:
http://nominatim.openstreetmap.org/search.php?q=2531+Woodruff+Road&viewbox=-82.38%2C34.89%2C-82.03%2C34.65
Everything in the office building 2531 Woodruff Road has the same
building address but a different "suite address", for example 110, 111,
etc - tagged as addr:unit.
Questions - Is Nominatim restricting the results due to duplicate top
level addresses?
What is the proper way to tag multiple addresses that differ by only
addr:unit?
