One can see the behaviour of the UK government when there is a potential 
disaster with the 'flu pandemic.  Instead of isolating and testing everybody 
arriving from Mexico, and stopping people going there, we wait until we are 
sure there will be a pandemic.  Then we just hope the 'flu virus doesn't mutate 
to a real killer among the people who carry it - a far larger number of people 
than there would have been if precautions had been taken.

It was the same with the Mad Cow Disease - wait until you know how bad it could 
be, until you act.  

Scientists are too afraid of being branded scaremongers if it turns out not to 
be as bad as it could have been.  Thus there's a catch 22 - you don't act on 
precautionary principle, because you will get vilified if disaster doesn't 
happen.

It's the same with Arctic sea ice.  If it suddenly disappears it may prove too 
late to avoid Armageddon consequences.  Scientists are reluctant to spell out 
these possible consequences, and why we need to save the sea ice, because they 
are each scared of being branded a scaremonger.  Meanwhile, the threat from sea 
ice disappearance increases and our ability to head off disaster decreases.
